This is plausible. Ironically you just brought up Stalin. "It’s not who votes that counts, it’s who counts the votes" The greatest element of a DAO is that the votes are public. Accountability.

Stalin was a terrorist before he became a secretary for the commies, Carnegie wasn't a terrorist at least... I find their stories interesting. But I guess people from all walks of life have held different jobs before becoming wealthy.

People are dumb, don't let them vote. They will vote for things THEY think are best. People don't know what is "best". UGH!!!!!lol... Imagine if we let people vote on the road systems in America, you know how fucked they would be? I need that black African dude that says "Why are you ghey" to say "Voting is ghey"...
