What does an implosion of a human government and black bears have to do with one another? I know you talk about "game wardens" but they don't really do anything. You'll have armed men who know how to shoot well but bears and wolves will be an issue, once again for you? "Bear attack INJURES hunter" Mosquitoes injure more people with malaria...

With the implosion of federal, and state government (WA is a blue state), there will be game wardens. This means no one to control the movement/population size of games, and predators. Hungry hunters will go outside the city limit and bag as many game animals as they can, to feed their family. Many hunters are not 'meat hunters', but 'trophy hunters'; they have very little idea of efficient/effective butchering of game animals. This means a lot of meat from game animals will be wasted, meaning more game animals need to be killed to feed the same size of population. This means far less game animals available for the black bears, and there will be far less hunting of black bears than usual since bear meat is not as enticing as other normal game animals. This means the black bear population will explode, but far less game animals available. So, the bears will start looking for food where they normally do not venture: near the city limit, and even into the cities.
