It depends on which "they" you mean. If it is the tiny hats. Their holy books recognise 6 genders/sexes. Including one the is castrated males, one that is women who have had their breasts bound before puberty, one for those borne intersex, I forget the last. If it is the "dot not feather" indians then it is because their holy books recognise male female and other/in between as real sexes. If it is the Oriental asians, each country has had religious sub groups that practiced cross dressing young pupils and engaging in pedo behaviours. This made it tollerable to the broader society. Because the religous groups were viewed as the path to higher learning for the common folk. If it is the eurofags it stems from a long history of gays running away to join performing troops at a young age and cross dressing to "act" as women in performances. This often led to them selling their holes while in drag for extra cash. If it is the sand peoples of the arab world, it stems from the legends of gin. Men of means who "made your wishes come true" in exchange for having homo sex with them. Are you starting to see how almost all cultures had or have a subversive element revolving around the intersex, homosexuals and cross dressing. This is not to say that those groups are evil, rather to say that it has history going back to ancient times in most cultures.
