US has Likely been siphoning funds from various programs into black budget programs for decades. Conspiracy plays into this. For example, weather modification, energy beams, chem trails, human experiments, underground bases, underground tunnels, antarctica experiments and bases, etc. Then you have research into ancient civilization, alternative technology, UFOs, aliens, human relatives, religious research, dimension research, etc. This is the only explanation as to where the missing funds go to, apart from human trafficking and satanism.

There's certainly plenty of lying and impropriety... but in a way it would be somewhat honorable to siphon funds from one program into another if it might better help the country. Like research into UFOs or something. However I think most of it isn't secret programs, but plain corruption.
