1\. Yes and Yes. 2\. Yes. In response to your thoughts... Yes It absolutely was the same group... Roles are similar to that of ww2... Get a European country into a war, fund both sides.. step back, profit from the ensuing war, then ride in like cavalry at the end as saviours, so the US can try to be the hegemonic power on the other side. And yes this is in part to help form a European army...
