Actually, Persia had done a lot of things right to the point, even Alexander the Great ended up keeping/adopting many of her customs after the conquest. Your basic premise of sending only voters to war is flawed. Do you not see the problem with "brain drain" if those people die in war?

.......why I emphasize true, organic eugenics based on optimal confirmed behavioral pattern, in order to maximize population who could qualify for the electorate. If the electorate and politicians who support a war refused to go, then who would have the motive to go and fight the war?
