From my understanding, its intent was to reaffirm in writing, but also in the consciousness, conscience of men mostly I guess at the time that there was no worldly ruler, however they then also granted a person, a Congress etc to "represent" people... it might have seemed like the best solution at the time, but to me this is simply narrowing the power, sovereignty and freedom of the masses into the hands of a few... so I agree it seems strange how it was accepted, but I reckon as I see today also, that it was a case of, "I'd rather have a master of my kind than another".... which is logical, but ultimately trading control between masters than generating freedom and sovereignty. Also at the time, it was know, that it order to maintain the freedom that had been won from the crown, that to maintain it would require eternal vigilance... this didn't occur. Also, from my understanding, it was written or at least heavily influenced by the 33s...
