One that has **consensus (100%, not 51% majority)** of all those governed. Implying the governance rules are static (no "emergency laws"), and we can opt-out (for another governance model). A World of competing governance models inviting us, not compelling us. If God wills, I get to choose His governance. #OneCreatorGod
