A clearly defined 'They' are those who directly want to impose their will on us. Criminals who want our freedom, stuff etc. Those who are structured as a command hierarchy just like the military and the corporation, with strict and loose obedience respectively. Those who make the many compete, while the few cooperate to monopolize almost everything. And those of the many who are complicit with this racket of the few.
