When war is not waged without it is waged within. the cycle is simple external enemies then protect the “peace” by more restrictive controls at home, the people become uneasy, take resources to fight the enemies, population grows tired of war, start rebuilding and tightening at home, then away, then home. bottom line the war is always against the people whether the enemy is obvious or not the population always dies, has its resources always take, and governments grown and take more control.
