My sense is that this all depends on how you interpret the word "Israel". It's typically thought of as a geographical location and yes, that nation has become the pivot point geopolitically. But the meaning of the word is "struggle/wrestle with God". Therefore, the Land of Israel is any place where stands one who is doing the spiritual work of trying to understand God, of developing a relationship with God and of trying to live in accordance with God's will. Are these people of God found in all lands? Yes, of course. The State of Israel has proven itself willing to break all Godly rules, therefore it's difficult to take their spiritual claim seriously.
