Depending on whether the wheels are chromed or matted, some simple 00 steel wool would get it right back to brand new matte. Just don't swirl, go with the lines and circumference. If it's chromed or not quite matte you're just gonna have to get some aerospace rated simple green degreaser, and let it sit on the wheels. Maybe soak some clean cotton rags with it to get it to stay in contact for longer, assuming you don't have the wheels off of the vehicle laying on the ground.

Yeah, a lot of road chemicals eat them up and if they have a clear coat on them it makes it worse. Elbow grease is sometimes the only thing that helps.
